Sažetak
Due to lack of financial resources for investment and maintenance and inefficient water management in most of water companies, water coverage and service quality have been unsatisfactory for more than 14 years after the Dayton Peace Agreement. The purpose of the paper is to examine whether PPPs could be the way forward in financing water infrastructure in BiH, and if so, which way. Access to infrastructure financing in the country is limited in the public and in the private sector. On the other hand, some experience from European transition countries shows that PPPs in the water sector have not matched expectations and seem to have been less successful than traditional procurement methods. A water infrastructure gap exists in BiH and it is necessary to find a proper way to resolve that issue. Further, there is generally a poor level of understanding of PPPs in BiH. The basic framework has not been introduced yet, and the public sector officers do not have experience of implementing PPPs. This paper aims to demonstrate how it is possible to develop new skills and capabilities in order to undertake PPP procurements effectively.
