Sažetak
In this article author: - Considers importance of energy for development of a civilisation as well as energy as a measure of technological progress of future civilisations with Kardashev scale - when three types of advanced civilisations exist. Energy reach of today's civilisation is still under level of Type I - because technological capability it uses just part of disposable energy on Earth ; - Indicates that climate control on the Earth, which is also, energy problem of Type I civilisation, that during actual climate changes on the Earth becomes most important issue of today's civilisation ; - Considers overcoming of existing scientific paradigm and proposed need to set up planetary solar program as a basis for a quantum leap toward civilisation Type I. - Proposes model of climate control on the Earth called Millennium intervention i.e. building orbital lampshade ; - Proposes new scientific paradigm and appeals to the planetary debate.
