She is engaged in numerous scientific projects regarding national traffic system development. Mr. Enver Musinovic is collaborator of Faculty of Transport and Traffic Engineering. He is engaged in preparation of new Croatian Development Strategy in project field of air traffic management. At present he works as corporate services manager within CEATS Strategy Planning Unit. Mr. Alojz Brkic, Ph.D. is professor and at present the Dean of the Faculty of Transport and Traffic Engineering. Overview Paper is focused on analysis of three-month traffic evolution, since at January 2000 international air routes re-opened and Adriatic Corridor established through Croatian airspace, and on assessment of father development trend within the context of the European countries integration process. That is articulated in the sense of European ATM 2000+ Strategy towards an integrated European air traffic management network. From the Croatian point of view, the positive development projection is based on the fully reintegration of the air routes for overflying traffic, and also on recently established Adriatic Corridor, which includes the new RNAV routes in European routes network. Besides the positive impact on air traffic development in Croatia, those new routes would contribute in a wider region to a more rational usage of geo-traffic facilities and take the load of the existing European corridors. From the aspect of its geo-traffic position, the Croatian airspace provides the possibility of choosing the shortest air routes between North-west Europe and the Near East. The recent developments are aligned with the overall capacity enhancement plans developed within the EATMP, and are cooperative achievement of ICAO, EUROCONTROL and the relevant authorities of the States involved. Air Traffic Management Follow analysis deals with the basic aspect of air traffic flow management from Croatian point of view and recent progressive steps undertaken within a wider regional ATM evolution. The air traffic control system was commercialised 1998 by accepting the Act on the Foundation of the Croatia Control. The development guidelines of the national air traffic control system are marked by integration into a unique technical system of the European air traffic control with the compatible institutional organisation (on a commercial basis) and technical and procedural harmonisation i.e. modernisation of communication, navigation and radar devices. Air traffic evolution 1990-1999 The pre-war period was marked by regular international flows of overflying traffic through the Croatian airspace. The international air traffic along several frequent air routes amounted to an average of 1,000 to peak 1,600 overflights daily. During war, the international air traffic routes were redirected over the neighboring countries airspace. The international air traffic network in Croatia was, thus, completely excluded from the international air traffic system, and this unnatural isolation of the Croatian airspace, regarding geo-traffic aspect, continued after the war as well. In March 1997, on the initiative of the international community, a temporary trilateral agreement on co- ordination (Letter of Agreement) between the air traffic control Zagreb and Belgrade with SFOR was signed regarding opening of air routes for overflights in the upper airspace of Bosnia and Herzegovina (UB5, UB1, UB4, UG23). These routes, however, have not been significantly operationalised in practice, and the majority of aircraft in overflying between North-western Europe and South-eastern Europe (and the Near East) continued using air routes outside Croatian aerospace. As implications, besides flight delays the international operators had significantly increased mileage and flight duration, as well as higher exploitation costs. It should be pointed out that Croatia is a full member of ICAO, as well as of the European aviation associations EUROCONTROL and ECAC, and has been participating in the relevant projects of EATMP1, e.g. ATM 2000+ (previous EATCHIP) and CEATS2. Therefore, last year at the ATCA3 International Conference in Vienna, pleading was addressed to the mentioned organizations, which were invited to contribute in the process of reintegration of Croatia into the international air traffic system. By available means within their legal management competence they would reactivate the existing air routes in Croatia, since the overflight charges over CRCO4 would provide the source of allocated funds for modernisation of the CNS5 system and investment into the necessary air traffic infrastructure in Croatia. This would also provide a positive feedback from the point of view of Croatian participation in the European integration programs (EATMP, ATM 2000+). In addition, the escalation of Kosovo crisis last year affected negatively air traffic in Croatia with 30% traffic decrease. As support argument it has been showed how link of London and Athens naturally covers precisely the Croatian coastline and it was the basis for the Adriatic corridor tracing. The Adriatic corridor would contribute in a wider region to a more rational usage of geo-traffic facilities and take the load off the existing European corridors. From the aspect of its geo-traffic position, the Croatian airspace provides the possibility of choosing the shortest air routes between North-west Europe and the Near East. As a result of mentioned presentation at ATCA Conference in Vienna as well as in San Diego7 last year, the Adriatic corridor (few international air routes) is presently marked in Air Navigation Plan and European Air Routes Network. In the context of normalisation process in the Balkan region this new corridor is applied and accepted for use in practise, as well as existing international routes through Croatian airspace. They have been opened in a package in January this year. These recent developments are aligned with the overall capacity enhancement plans developed within the EATMP, and are joint achievement of ICAO, EUROCONTROL and the relevant authorities of the States involved. Air traffic evolution in 2000 As a starting point in the analysis it need be emphasised that the overall traffic in the pre-war period amounted to over 280 thousand operations (1990), and during the war year of 1992 it fell to 6%. In the post-war period it started to rise gradually up to the volume of almost 50% of the pre-war traffic (1998). The Kosovo crisis last year manifested itself in a new fall in the traffic volume in 1999 to about 30% of the pre-war traffic. Reactivation of the existing international air routes and the establishment of new routes (UL 611; UL 607/UR 45; UA 48) within the Adriatic corridor in January this year denoted a start in the progressive growth of the traffic volume. In comparison to the same period in the reference year 1998, the overall traffic over a three-month period since the operationalisation of the new route network increased by 50%. The analysis of the traffic segmentation shows steady increase in the share of transit traffic over the given period, from 60% in the 5th week to 80% in the 20th week. For comparison, considering the data, the share of transit traffic within the overall traffic of the pre-war period amounted to about 75%. The data on the requested flight level for May 2000 (19th and 20th week) also confirm the distribution of traffic about 77% flight operations were realised in the upper airspace (FL 290-450). The growth rate of transit traffic is multiply greater than the growth rate in domestic traffic. If the value of traffic in the 1st week is taken as reference value, then transit traffic in 20th week in absolute value has increased by 311%, and domestic traffic by 49.5%. If the value of traffic in the 5th week is taken as reference, then transit traffic in 20th week increased in absolute value by 219%, and the domestic traffic by 29.3%. Such increase in traffic is argumented precisely by the establishment of the Adriatic corridor, which greatly attracts international traffic between Northwest Europe and the Near East. The analysis of traffic route distribution indicates that over 70% of traffic in overflight through Croatia is realised precisely by the Adriatic corridor. According to the data on classifying traffic regarding origin/destination, i.e. according to the presence of international operators, dominating are the overflights between North-west Europe (Germany, England, the Netherlands, Belgium, Switzerland) and South-east Europe and the Near East (Greece, Turkey, Cyprus, Egypt). Conclusion Operational advantages of using the Adriatic corridor are evident for overflying traffic between the North-west Europe and the Near East. Indirect positive impact on the European air traffic management can be detected by analysis of delay status, that means in significantly delay decrease for example in Greece and Italy, as well as in Croatians neighbouring countries. From Croatian point of view air routes reintegration including the presented Adriatic routes means a cornerstone for a more progressive air traffic system development. From European point of view that means contribution to better flow managing and great facilities for international operators.
