Sažetak
Complementary transport development is the strategic orientation of enlarged European Union. Beside regulative harmonization and regional infrastructure development the necessary precondition in integration process is adopting of the best practices in organization of local (urban) transport, which connote selection of applicable system of public transport governing and management. The paper treats standards and recommended practice of organizing local public transport system with special regards to urban public governing and management. The paper determines criteria and theoretical assumptions of public transport system modeling, providing arguments for the establishment of the urban transport authority.
