Sažetak
Today substantial resources and efforts should be spent on implementing market-oriented electricity reforms in the countries within the South East Europe (SEE) region. In this region, there is a lack of generally accepted business models and measured indicators for monitoring the progress, impacts, and performance of electricity sector reforms. One of the aims in electricity sector reform across countries within the SEE region is to improve the efficiency of the natural monopoly activities of electricity distribution and transmission through regulatory reforms. In this paper we propose a set of indicators and business models as the first step towards filling this gap and developing a coherent framework for studying the electricity reform in the SEE countries region covering key reform steps, improving electricity distribution efficiency, market structure, performance, and business models.
