Sažetak
Energy Act and the Electricity Market Act define the role of market participants in Croatia (transmission system operator, distribution system operator, suppliers, energy market operator and eligible producers) in their future relationships. These most important laws on energy were used for writing five by-laws, which will regulate the use of renewable energy sources and cogeneration and generation of electricity from renewable energy sources and cogeneration. Chosen models of incentivizing RES projects in Europe are mostly based on the popular renewable law EEG, which has been in effect in Germany since 1994. These pricing models, known as feed-in tariff systems, are in many cases in Europe shown as the best promoters of domestic production (e.g. wind or solar market in Germany, Denmark and Spain). Hence, similar kind of support was chosen in Croatia. Eligible producers, with the exception of hydropower stations exceeding 10 MW of capacity, may claim an incentive price based on the tariff system. The fee for incentivizing renewable energy resources and cogeneration shall be collected from the suppliers of both tariff and eligible customers by the market operator. In this paper, the advantages and disadvantages of the tariff system will be presented. Besides, there are government subsidies, which are given through the Environmental Protection and Energy Efficiency Fund and the Croatian Bank for Reconstruction and Development. Subsidies of this kind can be loans, direct subsidies, financial help and grants. They are intended for support investments in private sector, research institutions and universities, as well as financial support to units of self-government. The example of building passive house with implementation of RES in the aim of increasing energy efficiency will be presented.
