Sažetak
Planning, designing, construction and maintenance are the four main components of establishing a network of forest roads. In order to ultimately obtain an optimal network of forest roads (optimized according to the economic, technical, technological, environmental and sociological criteria of optimization), it is necessary to carry out all phases of optimization in the order given. In order to manage the forest and forest lands in a modern way, optimal forest road infrastructure is an essential factor. Since Croatian independence in 1991 and the establishment of the public enterprise Hrvatske šume (today Hrvatske šume d.o.o. Zagreb) manages more than 80 % of Croatian forests and forest lands, substantial financial resources have been invested in opening forests with forest roads. Though more than 2000 km of forest roads have been built over the past 15 years, there are still many completely unopened or insufficiently opened forested areas. The optimal (target) openness in various relief areas of Croatia will be achieved in the next 20 years, given the assumption of maintaining the current annual construction intensity. This paper presents the issues that arise in the opening of forests, with the objective of rationalizing forest road costs and simplifying the procedure of establishing the forest road network in the field and improving the quality of constructed forest roads, while offering recommendations and guidelines for the resolution of these issues.
