Sažetak
Information systems have become the framework of each complex organization in economy (e.g. production companies, banks), in public sector (e.g. ministries, public companies, hospitals) or in education (e.g. higher education). It is necessary to draft integrated business-information system (IBIS) strategy as a link between academic strategy and information system strategy, as well as business strategy, for the development and management of a complex system such as a unique business information system of universities. The society as a whole, and especially academic people, expect the university to enable the achievement of numerous academic/scientific/business/social/political goals which do not have the same relevance and which are dependent. This complexity of links among the mentioned goals requires specific forms of strategic consideration, activity planning and management that should result in their realization.To answer the question of how to use ICT in the development and design of IBIS is a big challenge, and to build a model of strategic planning of an integrated business-information system (SP-IBIS) is of a crucial importance.If we consider the fact that the model will be designed on an example of higher education institutions whose information systems are extremely complex, due to a high degree of autonomy of single system components and due to a big range of users, the model will be applicable for other smaller complex systems as well, mostly in public sector, but also in economy.
