Sažetak
The most appropriate form for the description of ecological problems and modeling of ecological areas is the application of a system approach, as it has been done in this paper. This approach has been chosen with the principal objective to indicate the problem of defining the system limitations, especially from the aspect of the modeling of ecological and economic objectives. Gehrecke's model (1982) has been chosen as the acceptable model of pollution and protection of the ecological system because it is sufficiently generalized but at he same time acceptable for the modeling of every local ecosystem. Attention was drawn to its static character and its appropriateness for the modeling in extended input-output models.
The key-problem pointed out in this paper is the conflict between ecological and economic goals in the process of finding a general and regional social welfare. A principal approach to finding optimal, i.e. efficient compromises between ecological and economic objectives has been derived through the assumption of a possible evaluation of the capacity of natural resources and the possibility to construct curves of indifference in the system of ecological and economic objectives. Limitations of the application of this model result from our inability to determine the actual ecological capacities and from the hypotheses on which the application of the curves of indifferences is based. It has been suggested that more sophisticated models and intuitive methods of their solution, such as expert systems and possibly, neural networks should be introduced.
