Sažetak
Different techniques must be applied in order to maintain the different hierarchies of roads. This paper examines the elements of asset management that have been applied at three levels of road administration: motorways, national roads, and county and local roads. Case studies will be presented at each level to demonstrate what type of management is applied in Croatia. Systematic approach is required to consider all assets including 28.274 kilometres of national, county and local roads. Factors that need to be addressed include: -Statement of road condition -Long – term road maintenance needs -Allocating resources -Priorities to be adopted in order to optimize maintenance activities A detailed account is given of the method used to determine types of motorway pavement damage (cracks, evenness, rutting, and skid resistance). The evaluation of pavement condition was performed using the pavement surface condition index. Priorities to be adopted depend on the value of pavement condition index. Evaluation of the present pavement condition on the national road network was performed using data based on the visual survey, road roughness information, traffic volumes and environmental factors. The intention of National Road Authority is to use all available data as inputs for HDM– 4 model in order to assess maintenance needs and optimize maintenance and rehabilitation activities. Managing at county network level was performed using the HDM– 4 model. This enabled to calculate maintenance and rehabilitation expenditure, how total allocation for pavement maintenance should be priority– ranked, i.e. to calculate which sections maintained first. Described approach to management has been used until now for 7 of 20 County Road Authorities.
