Sažetak
It is well known that in the negotiations for the previous big enlargement with 10 New Member States the free movement of persons, mainly workers, was a much debated issue. The fear from disturbances in national markets shaped the lengths and mode of transitional measures. It is reasonable to expect, that in the case of Croatian negotiations for the membership of the EU similar questions will be raised. That is the reason why the purpose of this paper is to predict main challenges and possible outcomes Croatia will face in the negotiation process for the membership of the EU in the field of freedom of movement for workers, which is also a separate negotiations chapter. Other issues of free movement of persons and related matters of mutual recognition of diplomas, citizen’ s rights and free movement of self-employed persons are not be part of contemplation. The first part shortly addresses the issue of basic principles and rights related to the free movement of workers in the EU as valid now only among old Member States (EU-15). In the second part of the article, the transitional measures for citizens of the NMS as well as candidate countries Bulgaria and Romania, concerning access to labour market of old EU-15 are analysed. Third part is devoted to challenges Croatia will face in the negotiations while endeavouring to escape any transitional measures.
