Sažetak
This article will present the research carried out through pilot projects as part of the National Energy Program for Small Hydro Power Plants Construction (the MAHE program). It will also explain the introduction of a new approach in the analyzing of potential construction sites for small hydro power plants, as well as present a new system of defining conditions and limitations under which the construction and operation of a small hydro power plant is possible. A suggestion will be made to abandon the researching of small hydro power plants considering from the level of watercourse and accept an individual approach to every potential location, the criteria being financial profitability and ecological acceptance. Also suggested will be a new approach in planning the power system development by combining the current methodology of construction planning for small hydro power plants with the methodology of construction planning for a distribution network, which will, in general terms, predict considering future potential sites for small hydro power plants in the planning process of network development. Taking into consideration all the research and analyses carried out, a new planning methodology for the construction of small hydro power plants will be presented with the emphasis on defining the realistically usable potential
