Sažetak
The relationship between the EU and the region of Southeastern Europe had three phases: crises management phase (1990 - 1999), regional initiatives phase (1995 - 1999) and opening of the EU perspective (1999 up to date). In 1999 the EU launched the Stabilisation and Association Process (SAp), which is now the cornerstone of its policy towards the Western Balkan region. In this dissertation it will be argued that the EU policy towards South Eastern Europe shouldn’ t be changed completely, because it takes time, money and political consensus which can be very difficult to achieve in EU 25. But, postponing the candidate status for the SEE states, whose recent history was marked with the rule of the nationalist parties coming to power again, can be potentially dangerous for this part of Europe. Giving the clearer perspective of the EU membership is crucial. Therefore, this dissertation proposes new category in the relation between the EU and the Western Balkans ; pre-accession status without negotiations which would lead to the approval of the pre-accession funds. Economic foundation would help the internal stabilisation and would reduce political pressure and radical options, which are present at different leverages in every country in the region. The topic of this dissertation will be discussed through two parts of the dissertation. The first part deals with the relationship history between SEE and the Western Balkans and the EU, political institutional framework of the EU towards SEE after changes in the region in 2000, difficulties in applying the EU conditions in the Western Balkans and the ways of improving them. The second part discusses possible scenarios and the perspectives of the region, which are based on the projections of the political ‘ think - tanks’ that are regularly dealing with the situations on the SEE.
