Sažetak
Shipping is largely a free market, leaving a considerable scope for ship owners to set their operating policy. This includes the level of expenditure on safety and pollution prevention, maintenance costs and the degree of compliance with international standards. This is possible because of the approach and attention of the different bodies in charge of ensuring or monitoring compliance. The effect is that not only safety and environmental protection standards, but also the operation costs, vary considerably, from the quality-conscious ship owner to the unscrupulous substandard owner, who even disregards the basic and absolute minimum requirements of safe and pollution free ship operation. The paper deals with the program to improve the safety and environmental standards in shipping, at the same time making standard ship operations economically more attractive.
