Sažetak
This paper considers the scope for using Needs Assessment and Regulatory Impact Assessment in the design and implementation of cultural policies and regulations in SEE Countries. The first section of this paper presents a general survey of the scope, key themes and objectives of cultural policies. The next section of this paper attempts to provide a framework of principles in relation to public policy making. This is followed by a survey of scope, objectives and steps of Needs Assessment and of Regulatory Impact Analysis. The final section contains a survey of limitations and constraints in relation to cultural policy-making, specific to SEE Countries. The overall aim of the paper is to draw attention on the advantages, feasibility and limitations of Needs Assessment and Regulatory Impact Assessment with respect to cultural policy design in SEE Countries.
