Sažetak
The document presents basic guidelines to start the process of strategic development planning meaning in particular to elaborate a strategic development program and to prepare its implementation. Beside the description of the methodological approach and programming instruments and the presentation of necessary steps, emphasis is given to the presentation of components, which are required to reach a sophisticated product finally. Not directly connected to the task to elaborate development programs, framework-conditions are described, which are inevitable for successful development programming, but form at present mainly impediments in Croatia instead of catalysts.
