Sažetak
Growing transport and traffic problems in the city area cannot be successfully solved by conventional non-ITS urban plans and by purchasing partial telematic solutions. This paper explains the reasons for planning and implementing ITS in the Croatian cities using systems engineering methodology. The conceptualised model of the Croatian ITS (CROCITS) offers a holistic view of the functional design where all subsystems (including road traffic control, public transport management, emergency services, tourist services, etc.) interact towards common and sustainable development. Comprehensive verbal description and mathematical formulation of the CITS design problem are presented. The use of fuzzy tools for multi-criteria decision-making and stakeholder requirements harmonisation are suggested.
