Croatia, like a hight part of other ex socialistc country, is unprepared become the process of tranzition from " agre economy" to market economy. During 10-12 years of transformation her economy and society has been the strong social and economy troubles, which are shaked to processing of privatization, the growth of financial loss and unployment. After put the problem of research, the authors give basic targets on trasformation property of Croatia economy and preamptiontes for realization of the development strategy of country. The accent is given the fact that only way out from crise and long time period of tranzition the crissing to functioning thr principle " open economy" in practice. Therefore on the Strategy and Policy of Croatiain the behave on foreighn market, to the export of service must be model of integrative managing of quality -strong development of countrymor be able in the 21. century at not yet etrance in the develop World.Up this the model must contain the detrminations, then the targets, management, organization and , on the execution and controlling of that.
