Sažetak
There is no national PIANC organization in Croatia. We are only 4 or 5 individual members. So I can only to inform this respectable professional meeting about recent Croatian activities in inland navigation. After Croatia proclaimed independency in 1991, all state laws regarding to the inland navigation have been arranged. These laws cover: navigation security, ports, maintenance and building of waterways as well as concessions. In that process, some rule-books were written, and some are still being developed. Many international conventions have been adopted, mainly in the field of navigation and environmental protection of rivers courses. Croatia has also signed European Agreement of Main Inland Waterways, so called AGN, in the year 1997. According to the AGN, the following Croatian waterways have been included in the European navigation network: E 80, Danube of the VIthc class ; E 80-08, 20 km of Drava river, of the IVth class ; E 80-12, Sava river, of the IVth class and E 80-10 &#8211 ; future multipurpose Danube-Sava canal, of the Vthb class, in its full length of 61.5 km in Croatia. The classes of Sava and Drava waterways have been planed even for Vthb class in state spatial (spay'shal) plans for the long time period. However there is no government decision about so extensive enterprise.The realistic state of Croatian navigation river courses does not satisfy the AGN proclaimed IVth classes for Sava and Drava. Therefore, there is an intensive design and maintenance in process to fulfil the guaranteed navigation clearance of 70×2.2m, during 95% of the days in a year. Unfortunately, there is no possibility to cut river meanders in order to build requested radiuses of at least 400m on the Sava river. Namely, Sava is a state border between Croatia and Bosnia. In fact some radiuses of 150m exists, what means very frequent one way navigation. Being the longest Croatian inland waterway of 380km, and passing the borders of the Slovenia, Bosnia and Serbia, it is clear that in order to manage Sava river, close collaboration between these countries has to be established. For that reason, the &#8220 ; International Sava Basin Initiative&#8221 ; has been founded, similar to the Danube Commission. In the frame of the Initiative, 4 working subgroups have been established: Subgroup for Integrated Water-Management, Subgroup for Economic Development, Subgroup for Navigation and Subgroup for Environment. Subgroup for Navigation made the action plan of 2 steps: 1. The short term actions include: juridical an technical standards, restoration of navigation as it has been before 1991, registration and exchange of water level data, control and security of navigation, customs regime and unification of the national River Information Systems similar to the European one. 2. The long term actions include: the studies for improvement of the waterway class to the full IVth class, and perhaps to the Vthb class.
