Sažetak
Responding to Covid-19, the European Union created the Recovery and Resilience Facility, which aims to address socio-economic issues while increasing domestic ownership through stronger engagement of authorities with domestic stakeholders. We know little about how this ownership works in practice. This study refines the concept of ‘ownership’ and analyses the involvement of social actors in the preparation of recovery and resilience plans in three cases: Croatia, the Netherlands and Sweden. While we find weak procedural ownership in all three countries, the levels of substantive ownership depend on pre-existing conditions. A greater financial allocation impedes social actors’ ownership, but low allocations do not help either. Time pressure and different EU-national time horizons complicate domestic ownership. Heavy centralization of negotiations led to a concentration of ownership solely in the hands of governments. The implications are far reaching. Poor governance of recovery plans risks their policy implementation and eventually the EU’s legitimacy.
