Sažetak
Legal and institutional protection for emigrants and returnees in Croatia had existed since the period of the Royal Provincial Government in Zagreb, which established a number of different legal provisions related to emigration and return of the population. This legacy of the Habsburg period, i.e. the activities of the Royal Provincial Government in Zagreb, was an important impetus to the Emigration Commissariat in Zagreb, which continued to mediate between emigrants / returnees and the Ministry of Social Policy in Belgrade during the Kingdom of SCS - Kingdom of Yugoslavia. This was mostly reflected in the attempts to protect emigrants / returnees, drafting a new emigration law (Draft Law), cooperation with other institutions and private initiative (Union of Emigrant Organizations, People's Protection, etc.), keeping statistics on emigrants and returnees, etc. This is a confirmation that a significant part of Croatian society continuously cared about the fate of emigrants and returnees, and that already in the period between the two world wars in Croatia there was room for what we now call public-private partnership in providing services to emigrants. Apart from the institutional and legal aspects of care for emigrants / returnees, the lecture also presents some of the joint projects of public and private initiatives (Home for Impoverished Returnees in Jelsa, Home for Emigrant Orphans in Korčula, etc.), which is an extremely important phenomenon emphasizing the social dimension of emigration of the people and their return.
