Sažetak
An overview of financial parameters for priority activity areas in control and prevention of HIV/AIDS in Croatia as well as for setting-up a system of monitoring and evaluation of HIV/AIDS prevention programs will be presented. The data include: data obtained from Croatian Institute of Public Health, Ministry of Health of the Republic of Croatia, international reports on monitoring the progress on combating HIV/AIDS in Croatia. The national HIV/AIDS policy is defined by the National HIV/AIDS Prevention Program (1993 first ; 2011-2015 current). Early achievements of the national strategy include health education, setting-up the surveillance system and setting-up a functional system ensuring the safety of blood and organs ; setting-up confirmatory HIV testing and treatment and care for HIV infected persons. During the implementation of the project “Scaling- up HIV/AIDS Response in Croatia” through which Croatia has obtained a grant of the Global Fund to Fight AIDS, tuberculosis and malaria (GFATM) (total value of the project for the period 2003- 2006 amounted to 4.945.192 USD) for the implementation of parts of the Croatian national strategy for combating HIV/AIDS the system of collecting data on indicators and monitoring and evaluation of HIV/AIDS programs/activities was set up (M&E unit) with the goal of a coordinated national response which is one of the most valuable outcomes of the project. Reporting procedures have been established and a strategy of their dissemination among stakeholders, monitoring of key process, outcome and services coverage indicators. Through the system of monitoring and evaluation quality and adaptation of the program was ensured, an assessment of the effect of program activities, learning from experience but also financial justification of provided financial support which has significantly contributed to the coordination of the national response in the field of HIV/AIDS prevention. Following the end of the GF project, including the system of monitoring and evaluation project activities continued to be financed from national sources, mainly from the state budget.
