Sažetak
Denationalization is a very complex social process whose consideration and analysis presupposes a very complex and interdisciplinary approach. Dena- tionalization is a world process, which is not in itself tied to a particular so- cial order. However, it is evident that all former socialist countries, among other things, to be accepted as modern and democratic states, must correct the mistake of the past by determining and implementing denationalization. On this fundamental fact, different legislators have adopted different solutions, demanding, on the one hand, the implementation of denationalization and, on the other hand, the lowest possible costs and the least social upheavals. 1532 Gordana Martinović Krešimir Starčević Luka Mandić: DENATIONALISATION AND COMPENSATION OF EXPROPRIATED PROPERTY IN CROATIA... This research will primarily focus on comparing denationalization models in neighboring countries concerning Croatia. In this regard, we will try to give a comparative overview of the framework for denationalization and the imple- mentation of denationalization in individual countries. Also, we will analyze the main segments of the denationalization process re- lated to the property that can be subject to restitution, the modalities of the compensation itself, the categories of applicants, etc. Finally, we will provide an overview of the institutional framework for con- ducting the denationalization process. At the center of this process should be the private owner. Simultaneously, the acquisition of state ownership should be an exception limited to cases where it is not possible, where it is a matter of greater social interest.
