Sažetak
There is a great variety of processes of shaping a city. These processes are characterized by both a tendency to create a better living environment as well as to please aesthetically. Many urban studies divide cities into two large groups: planned and unplanned cities. The former are first envisaged and then built, while the latter are constructed without conscious previous planning. Tvrđa (eng. fort, citadel) in Osijek belongs to the group of planned settlements and its construction, according to the accepted plan, began in 1712 in accordance with the Austrian military authority's decree. This baroque fortification is exceptional in that its strong defensive polygonal walls shield its urban core which is based on a system of a city street grid dominated by a central main square. In 1911 the three settlements Upper Town (Gornji grad), Tvrđa and Lower Town (Donji grad) were joined by a regulation plan along one line which promoted the longuitudinal character of Osijek's urban structure and became the most prominent element of its identity. The plan of Tvrđa with subsequent changes and additions has been completed with the exception of a single block in the northern part of the urban core. The vacant land, which is today Vatroslav Lisinski Square, is planned to be developed on a single level in accordance with the first-prize winning design of the 2013 contest. Since the planned block in the urban core of Tvrđa has never been constructed, there is now an open space – „a hole in the town“ – which cannot be labelled a square. A square is not each and every empty space around which inadvertantly grouped objects were constructed. A square is an organized space with clear physical, sociocultural and functional features. The completion of Tvrđa, in our opinion, needs to be addressed by creative and contextual reshaping of the emptiness of the „square“ with the help of patterns selected from the urban context. This challenge has not been adequately addressed by the selected contest solutions even though the contest programme implied the non- perception of the space as „square“ and supported and advocated a certain amount of freedom in solving this complex task.
