Sažetak
The advancement of modern medicine has highlighted the fundamental question of social development priorities. In the allocation of limited healthcare resources, decision makers should consider a plethora of factors and apply several often-opposing decision criteria of which equity, access, fairness and effectiveness are the most prominent ones. Currently, the economic value of health reforms is particularly dependent on the speed of economic development. The aim of this chapter is to provide an overview of social implications of the ‘P5’ medicine approach, focusing particularly on total factor productivity loss (‘P5’ shocks). Using the panel structural vector autoregression model (PSVAR), we present estimates for eighteen OECD countries for the period 1970-2019. Our framework provides arguments for taking a broad social perspective on value, particularly in terms of including all relevant costs such as productivity loss in economic evaluations. To reach the level of permanent improvement of health standards, the beneficial effect of well-being should be integrated in social policy reform. Successfully interconnecting science, technology and molecular biology is a “wake-up” call for a radical change of mindset and reorganization of how we govern health in the 21st century. The challenge is to ensure a hybrid approach where all stakeholders participate in defining the future of personalized medicine.
