Sažetak
In the transitional period in Croatia two opposing interests can be observed with regards to the quality of living - private and public. In this sense, public spaces are increasingly reduced while the civic sector and the citizens become less influential in the face of private interests and private actors. This contributes to the fact that the quality of living and the quality of housing in cities is continually declining. In Croatia, and especially in the city of Zagreb, the transition period was marked by privatization and a new model of housing governed by market laws. Urban changes during the transition period after 2000 have resulted in more significant and far- reaching consequences for the development and appearance of Zagreb and its surroundings. They are especially visible in the segment of housing, as well as intense residential construction and the quality of living in new housing estates in the City of Zagreb and Zagreb County. We will present the results from an empirical research on the quality of living and housing in Zagreb and three other towns in its settlement network. The results were gathered by conducting a survey on The quality of living in the settlement network of Zagreb in 2004 by the Institute for Social Research in Zagreb. The target population were residents of flats or houses in new housing estates built after 1990. In Zagreb, after 2000, a lot of people (refugees and displaced persons) arrived and there was a large wave of construction in the City of Zagreb and its settlement network. In most cases, the construction was uncontrolled private building, mostly at the edge of the city, with inadequate equipment of the immediate neighborhood. The analysis will primarily focus on neighborhood services, infrastructure and facilities in the context of neighborhood satisfaction. Subjective indicators such as aesthetic, ecological and civic influence the quality of living in new housing estates. If they are at an inadequate level, satisfaction with the neighborhood is also reduced. Common defects that are inadequate or reduced and that the residents point out are, for example: public transport availability, public lighting, green areas, parks, collection and disposal of waste, recreational and culture centers, etc. Problems such as buildings being built too close to each other, roads which are too close to the estates, or water quality and the level of noise are also mentioned. The results therefore show that the new housing estates present destruction of public neighborhood infrastructure and thus threaten civic and urban “right to the city”. In addition, people’s daily needs are only partially fulfilled. However, this is mostly the responsibility of local authorities and ordinary citizens have very little or no influence on their decisions. Unethical attitudes from local policy-makers towards the citizens is therefore evident in the decision-making process where the process of participation is nontransparent and their influence quite marginal.
