Sažetak
The current Croatian Public Procurement Act1 (PPA) was adopted in late 2016 and entered into force on 1 January 2017. The main reason for adopting the new PPA was the transposition of Directive 2014/24/EU2, but changes to some existing public procurement in- stitutes were also introduced, with special emphasis on legal protection (change of competent courts, in- troduction of a deadline within which the court must decide on a public procurement case, etc). The PPA has not been amended since entering in- to force, for almost five years. Nevertheless, in early July 2021, the competent Ministry of the Economy and Sustainable Development (Ministry) published the Preliminary Assessment Form for the Draft Law on Amendments to the Public Procurement Act (PPA Preliminary Assessment Form) on the E-savjetovan- je website.3 Thus, the procedure for amending the PPA was formally initiated. According to the PPA Pre- liminary Assessment Form, the PPA is intended to be amended by the end of 2021. The Ministry empha- sises the need to amend the provisions relating to the filing of electronic appeals to the State Commission for the Control of Public Procurement Procedures (Državna komisija za kontrolu postupaka javne nabave - DKOM) and certain changes to the appeal procedure itself.
