Sažetak
Migration has been a lifelyhood strategy for Croats throughout the 20th century, and lead to a diaspora spread all over the world. Diaspora outreach and return policies have been part of Croatia's post-communist transition and state building process. Together with – mostly - regional immigration, return migration has decisively contributed to a positive net migration until the early years of the 21st century. However, since the financial crisis and the following recession years the net migration rates have dropped into minus. Emigration has significantly increased further since Croatia´s accession to the European Union ; the proportionally high rate of young, well-educated individuals and families amongst those who leave to Western EU member states further fuel the long ongoing population shrinking process. Increasing labour shortages in key industries have recently prompted policies easing access to the Croatian labour market by abolishing contingents. The lecture sketches post-transition migration dynamics and policy responses in Croatia, and it discusses the significance of internationalization and transnational mobility as well as diaspora outreach as development strategy.
