Sažetak
The International Bank for Reconstruction and Development (IBRD) offered a loan to the Republic of Croatia to fund the enhancement of the system of transmission and purification of municipal waste waters of Adriatic coastal and island settlements, i.e. financial support to the realization of the program titled Coastal Towns Water Pollution Control – hereinafter: Project. The Project is of regional significance and will be implemented in the coastal area having a large tourist potential, relevant for the development of the Croatian economy. It will be implemented on the principle of active participation of local self-governing units in cooperation with competent state agencies. On 2 July 2004, the International Bank for Reconstruction and Development and the Government of the Republic of Croatia concluded a Loan Agreement in Zadar (loan no. APL 7226 HR). On that same day, Project Contract was entered into by and between the International Bank for Reconstruction and Development and Hrvatske vode (Croatian water management company), whereby Hrvatske vode undertook the obligation of implementation of the Project before the International Bank for Reconstruction and Development. The Project will be implemented by a special organizational unit established within the framework of Hrvatske vode – Hrvatske vode, Jadranski projekt d.o.o. The Project is planned in three stages. Total estimated Project implementation costs amount to approximately EUR 280 million and the value of the first stage is approximately EUR 80 million. The loan was contracted in the amount of EUR 40 million and the total value of the first stage of implementation of Jadranski projekt d.o.o. is EUR 80 million. The total value of loans planned to support Project implementation is EUR 140 million, necessitating additional Croatian participation in the minimum amount of 50%, meaning that the overall investment value of Jadranski Project d.o.o. is EUR 280 million over an approximately 12-year period. Once 70% of the contracted amount of the first tranche of the loan amounting to EUR 40 million is contracted and 40% withdrawn through contracted works, the second tranche of the loan in the amount of EUR 60 million may be withdrawn. Out of total 177 identified systems, 47 have been proposed for realization, based on the criteria of the level of program readiness, the necessity of inclusion of a site for purposes of comprehensive resolution of an integral municipal area and inclusion of ecologically very sensitive sites. The estimated construction costs for each of the systems were divided into three stages. All systems were then rated depending on the priority of required interventions, on the basis of the following eight criteria: 1. inhabitant equivalence (criterion reflecting the scope of pollution), 2. sensitivity of recipient to waste water release (criterion reflecting sensitivity of the area), 3. impact on the development of tourism (criterion reflecting the impact of the level of system completeness on the extant tourist capacities), 4. level of system completeness (criterion making possible the completion of systems to bring them to the level of quality functioning), 5. level of readiness of project documentation (criterion giving preference to technically better elaborated projects), 6. level of development of the area (criterion giving advantage to less developed areas), 3 7. size of investment in relation to number of inhabitants, 8. size of investment in the first stage of construction in relation to the number of inhabitants.
