Sažetak
Goal of this paper is to explore opportunities for social entrepreneurship development in two social policy areas that have importance for social equality in the society: youth unemployment and elderly care. We will present empirical evidence from qualitative research in two policy areas youth employment and elderly care. The obtained data in both researches were processed through the framework analysis process that developed in the context of the research of public (social, health, etc.) policies. that is suitable for research in which the goal is to describe and interpret what concerns certain social issues in a specific environment. (Ritchie and Spencer, 1994). Based on the analysis of the ecosystems for social entrepreneurship in Croatia and Europe(Vidović 2019 ; Baturina, 2018, Borzaga et al., 2020) and through the context ofpreliminary typologies of Crotia social enterprises (Vidović and Baturina, 2020) we will highlight potentials of development of social entrepreneurship in these two areas. In the concussion we will give recommendations for welfare state transformations for fostering development of better social services in these areas, thus paving the way of enhancing social equality in the society. We will also discuss the results within the framework of the development of social work and social policies programmes/innovative solutions as well as society potential for improving welfare state outcomes in regarding youth unemployment and elderly care
