Sažetak
Setting prices and tariffs system, concerning Croatian economy restructuring and changes in energy sector, is prerequisite for any property relations change and restructuring in new political, social and economic environment in Croatia. Regardless the adopted mode or approach in basic property restructuring objectives, influence of management or legal regulation in energy sector, the basic objectives are: adapting the market orientation, establishing energy and economic efficiency, creating conditions for direct investment in power facilities, enabling efficient funding and self-financing, productivity increase, power services quality and developing environment protection, as well as insurance of firm payment conditions with benefits to the consumers who use energy economically.

Undoubtedly the biggest progress in energy sector in the last years (period 1991 – 1997) of the political, social and economic system restructuring has been accomplished by implementing the policy of real energy products prices. For the economic system it meant an advancement towards the market relations implementing and creating the necessary assumptions for developing an awareness of all energy variants and groups optimization and conservation. The policy of real prices radically made working and business conditions dramatically easier. However, an adequate shift in setting price policy and appropriate tariff systems concerning improvement of structural, organizational, economic, and all other relations in power sector, has not been made. Large power sector subsystems in Croatian economy still operate according to the independent, closed subsystems scheme of particular energy variants or groups, and their prices are established in accordance with the Government of by its decisions. The consumers appear only as energy buyers, deciding whether they will use the energy or not, but they cannot essentially influence the delivery or prices conditions.
