Sažetak
Troškovi komunalnog priključka (naknada priključka - engl. connection charge) na toplinsku mrežu centraliziranog toplinskog sustava troškovi su koje potrošač plaća trenutkom uključivanja u distributivnu mrežu parovodnog ili vrelovodnog sustava. Naknadom priključka pokrivaju se troškovi razvoja i izgradnje dijela distributivne mreže, nabavke i polaganja priključnog voda i ostale nužne opreme, troškovi zauzeća, pogoršanja ili zahvata u tzv. komunalno ili infrastrukturno okruženje zbog izgradnje toplinske mreže, te stječe pravo na sigurnu i stabilnu opskrbu toplinskom energijom. Njihovom razinom i strukturom može se bitno utjecati i na politiku razvoja distributivne toplinske mreže, pogotovo njenog usmjeravanja u dijelove grada i naselja s neiskorištenim toplinskim kapacitetima iz centraliziranog toplinskog sustava i industrijskih postrojenja, odnosno usmjeravanja u nova naselja s mogućom velikom koncentracijom toplinskog konzuma. Konačno, kao dodaci ili popusti u dijelu tzv. komunalnog okruženja u naknadi priključka mogu se iskazivati posebni troškovi utjecaja na okolinu, poticati nove tehnologije i bolje korištenje goriva, poticati smanjenje emisija štetnih tvari, poticati istovremena proizvodnja toplinske i električne energije, uključivanje u sustav CTS-a obnovljivi izvori i sl.

The costs of the utility connection (connection charge) to the heating network of the district heating system are the costs that the consumer pays at the time of connection to the distribution network of the steam or hot water system. The connection fee covers the costs of development and construction of part of the distribution network, procurement and laying of the connection line and other necessary equipment, costs of occupation, deterioration or intervention in the so-called communal or infrastructural environment due to the construction of the heating network, and acquires the right to a safe and stable supply of thermal energy. Their level and structure can significantly influence the policy of distribution heat distribution network development, especially its directing to parts of the city and settlements with unused heat capacities from the district heating system and industrial plants, ie directing to new settlements with possible high concentration of heat consumption. Finally, as supplements or discounts in the so-called. special costs of environmental impact, encourage new technologies and better use of fuels, encourage reduction of harmful substances, encourage simultaneous production of heat and electricity, inclusion in the CTS system of renewable sources, etc.
