Sažetak
Performance evaluation is the key element of promotion system in every police organization. In Croatian model, it's organized by the MoI Human Resources Management Sector and provided by police managers. It's legally based on Law on Police and several Croatian Government decrees and regulations: Decree on Police Ranks from 2011, Decree on Internal organization of MoI from 2012 and Regulation on Performance Evaluation of Police officers from 2012. In Croatia, there are 12 police ranks at three levels. Police officers are acquiring police rand and promotion according to their educational level. working experience, police training, police rank exam and annual rating (annual grade). Performance evaluation is done every year, using 5 possible grades from 1 - 5, and according 4 parts of criteria: general criteria (efficiency in performing tasks, accuracy, complience with the deadlines, effectiveness in performing tasks), special criteria (degree of innovation and creativity, communication skills and propensity for teamwork), personal behavior and some specific criteria for police managers (attitude towards the officers to whom he/she is superior) and police managers competences (organization and coordination of workflow, decision making, motivation of Police Officers, conflict resolution, monitoring and giving instructions, implementation of strategic goals). Performance evaluation procedure consists of three phases - planning, periodic control (3 times a year) and defining the final proposal for the grade.
