Theexistingmodelsdesignedtoreapthebenefitsofelect ricvehicles’flexibilityintheliteraturealmostex- clusivelyidentifychargingstationsasactiveplayerse xploitingthisflexibility.Suchstationsareseenassta ticloadsabletoprovideflexibilityonlywhenelectricv ehiclesareconnectedtothem.Thisstandpoint, however, suffersfromtwomajorissues.First, thechargingstatio nsneedtoanticipateimportantparametersofthein- comingvehicles, e.g.timeofarrival/departure, state- of- energyatarrival/departure.Second, itinteractswithv ehiclesonlywhenconnectedtoaspecificchargingstatio n, thusoverlookingthearbitrageopportunitieswhenthe yareconnectedtootherstations.Thisconventionalwayo faddressingtheelectricvehiclesisreferredtoascharg ingstation-basede- mobilitysystem.Anewviewpointispresentedinthispape r, whereelectricvehiclesareobservedasdynamicmovabl estoragethatcanprovideflexibilityatanychargingsta tion.Thepaperdefinesboththeexistingsystem, whereth eflexibilityisviewedfromthestandpointofchargingst ations, andtheproposedone, wheretheflexibilityisvie wedfromthevehicles’standpoint.Thebothconceptsarem athematicallyfor- mulatedaslinearoptimizationprogramsandrunoverasim plecasestudytonumericallyevaluatethediffer- ences.Eachofthefourissuesidentifiedareindividuall yexaminedandomissionofcorrespondingconstraintsisa nalysedandquantified.Themainresultisthatthepropos edsystemyieldsbetterresultsforthevehicleowners.
