Sažetak
The presentation aims at drawing a detailed picture of fisheries issue, within the context of the Mediterranean Sea, in order to investigate possible challenges and opportunities in the framework of the reformed Common Fishery Policy (CFP). The Mediterranean Sea has high diversity of benthic communities at very small spatial scales that imply high biodiversity and trophic complexity. Since ancient times fishing has played a role in shaping the Mediterranean fauna, becoming more and more crucial at present times. Much of the fishery in the coastal zone is small-scale, characterized by numerous fleet using diverse fishing gears, multi species catches and extremely heterogeneous landing sites and marketing, that put scientific research of fisheries in a particularly complex context. Moreover, the facts regarding serious overfishing of most Mediterranean stocks demands urgent reforms of the management measures aiming to guarantee the sustainability of resources, notably when compared with the improvement observed in northern European seas. According to the CFP, all European fish stocks should be brought to a state where they can produce at maximum sustainable yield (MSY) by 2020 at the latest. The CFP also establishes that the objective of sustainable exploitation should be achieved through multiannual plans (MAPs) reflecting the specificities of different fisheries adopted with relevant stakeholders. MAPs should be based on scientific, technical and economic advice and contain conservation measures to restore and maintain fish stocks above the MSY. However, this is specially challenging in mixed Mediterranean fisheries, where more than a hundred commercial species are landed. As each species has specific MSYs, it is extremely difficult to regulate the fishing mortality for each of them independently. Moreover, dynamics of all Mediterranean species is also influenced by the environmental, climate impacts. At the practical level, many different contrasting socioeconomic and ecological interests need to be confronted since we have demands for socially unacceptable management measures implying drastic reductions of fishing effort. To minimize those tensions, it is essential to actively involve scientists, fisherman and policy makers in fisheries assessment and management.
