Sažetak
CEE countries have been going a long transition period during which new institutions had to be built almost from scratch. This process is followed by administrative reforms, partly conditioned and driven by the EU accession process. Although guided by the same actors, administrative reforms were not the same in all of these countries. For the countries joining the EU in 2000s, transition is in general considered to be finished with the EU accession, while the rest of the countries from the region is still coping with transition difficulties and challenges. The purpose of this paper is to conduct a content analysis of papers dealing with administrative reforms in CEE countries, first of all in order to determine which types of administrative reforms prevail in this region according to scientific community. In doing so, the following research categories will be in particular analysed: reform areas (e.g. structure, internal management, HRM, service delivery and digitalization, political status), parts of public administration a reform relates to (state administration, local self-government, public services) and reform content, i.e. types of the reform measures implemented, values lying behind them and objectives intended to be achieved. Methodologically, the analysis will include papers published in top ranked scientific journals dealing specifically with public administration in CEE countries. Statistical analysis will be followed by qualitative analysis of selected papers in order to verify the results obtained in the previous research stage. Accordingly, the paper will consist of theoretical framework explaining different models of administrative reforms and setting the indicators for aforementioned examination, description of methodology used, presentation of research results and discussion with concluding remarks.
