Sažetak
Illegal construction in Croatia has mostly affected major urban centres, the coastal area and islands, as well as other valuable and attractive landscapes. Such construction, in addition to devastating space, annuls the very purpose of planning by disturbing the existing value of space, by burdening infrastructure, by increasing risks of disasters and by making planned development impossible. With the aim of bringing some degree of order into space, the Government of the Republic of Croatia adopted in 2012 the Act on Proceeding with Illegally Built Buildings, pursuant to which every applicant had to pay a fee for keeping the illegally built building in space. The funds received from the fee are distributed for the following purposes: - the work of the bodies that pass decisions on the as-built state, - for the preparation of spatial plans in which requirements and criteria for urban renewal and redevelopment are prescribed, - for enforcement of the Act, i.e., - and for establishment and maintenance of a property cadastre. The most relevant part of activities relates to urban redevelopment has been recorded: initial unplanned and illegal construction, degradation of the built structure, traffic congestion, population aging, loss of economic activities. Urban redevelopment of areas of illegal construction implies the preparation of redevelopment plans and establishment of detailed redevelopment measures with regard to legalised construction in order to achieve a satisfactory infrastructure standard, social standard and a better-quality contribution to the urban landscape experience. These plans have to a high degree be open to the local population, whose participation and cooperation in implementing redevelopment shall be crucial for the successfulness of the process, and special attention shall be dedicated to the evaluation and promotion of local identities. On this occasion we shall present several examples of prepared redevelopment plans for areas of illegal construction, which in the next period should become one of the essential activities of the spatial and urban planning professional community.
