Sažetak
In this paper, the results of the on-the-spot animal control, carried out on the livestock production farms organized by the Paying Agency for Agriculture, Fisheries and Rural Development from 2011 to 2018, were analysed. The results of the on-the-spot controls were described as the finding of noncompliance. The noncompliance have been determined for each production group of animals. The monitoring of noncompliance includes the following parameters: wrongly marked breed, wrong gender, incorrect labeling, no animal on the holding, no evidence of animal in the farm register as well as in the national animal register. From 2011 to 2018, a total of 17, 344 holdings were monitored of which in 10, 231 or 58.99% of the holdings, noncompliance was found, while out of a total of 621, 146 animals non compliance was found in 14.89% of them. The largest number of on-the-spot controls was made in the following counties: Bjelovar-Bilogora (N = 2.184), Lika- Senj (N = 1.954), Koprivnica-Križevci (N = 1.429), Sisak-Moslavina (N = 1.387) Zadar (N = 1, 291) Zagreb (N = 1, 284) and the smallest number of controls were made in Dubrovnik- Neretva (144), Zagreb (178) and Međimurje (256) counties. The proportion of noncompliance detected on the holdings ranged from 37.29% in Krapina-Zagorje County to 75.69% in Dubrovnik- Neretva County. In 12 counties, located in the areas of Central and Western Croatia and Slavonia and Baranja, which are also areas with higher livestock production in Croatia, 50 % to 65 % of noncompliance on the holdings were found. The lowest proportion of the noncompliance in animals was detected in Virovitica-Podravina (6.74%) and Varaždin (9.10%) county while the highest number were found in Split-Dalmatia (21.32% ), Vukovar- Srijem (22.85%), Koprivnica- Križevci (19.01%), Šibenik-Knin (18.83%) and Dubrovnik-Neretva (18.89%) county. Based on these results, it is evident that a statistically significant proportion of noncompliance was found in the years when the new control parameters and new risk factors have been introduced. In the following years after impementation of education program, the number of the noncompliance has been reduced which is in line with the goals of the agricultural and market development policy of the Republic of Croatia and the Common Agricultural Policy.
