Sažetak
The Committee for Risk Assessment (RAC) and the Committee for Socio-economic Analysis (SEAC) evaluated the proposal for authorisation submitted by Gerhardi Kunststofftechnik GmbH, in line with REACH Regulation. The application covers the use of chromium trioxide as a processing aid in the process of plating on plastics for automotive applications (PoPAA), and concerns industrial use only, not professional or consumer uses. RAC assessed the risk of chromium trioxide-related carcinogenicity in exposed workers and general population exposed via the environment, taking into account the appropriateness and effectiveness of the risk management measures as described in the application and the risks arising from potential alternatives. RAC confirmed that it is not possible to determine a DNEL for the carcinogenic properties of the substance in accordance with Annex I of the REACH Regulation, that there appear not to be any suitable alternatives that further reduce the risk, and that the operational conditions and risk management measures described in the application limit the risk, provided that they are adhered to along with the suggested monitoring arrangements. SEAC assessed the socio-economic factors and the availability, suitability and technical and economic feasibility of alternatives associated with the use of chromium trioxide as described in the application. SEAC confirmed that there appear not to be suitable alternatives in terms of their technical and economic feasibility for the applicant, and did not raise any reservations that would change the validity of the applicant’s conclusion that overall benefits of the use outweigh the risk to human health, whilst taking account of any uncertainties in the assessment, provided that the suggested conditions and monitoring arrangements are adhered to.
