Sažetak
The expertise includes the opinions of the Committee for Risk Assessment (RAC) and the Committee for Socio-economic Analysis (SEAC) of the European Chemicals Agency (ECHA) on EU-wide restriction of use of chemical substances used in tattoo inks and permanent make-up which could pose the risk for human health. Restriction proposal, i.e. the Annex XV report conforming to the requirements of the REACH Regulation, was prepared by ECHA together with the competent authorities of Denmark, Italy and Norway. Substances within the scope of the restriction include carcinogenic, mutagenic and reprotoxic (CMR) substances, skin sensitisers or irritants, substances corrosive or damaging to the eye, metals as well as other substances regulated in cosmetic products. It was concluded that the proposed restriction on substances used in tattoo inks and permanent make- up is the most appropriate Union wide measure to address the identified risks in terms of the effectiveness, risk reduction, practicality and monitorability, as concluded by RAC, taking into account the proportionality of its socio-economic benefits to its socio-economic costs provided that the scope and conditions are modified, as proposed by RAC and SEAC, as demonstrated in the justification supporting this opinion.
