Sažetak
This report reviews the performance of Kosovo’s innovation system and will be used to guide the development of an innovation strategy for the period 2013-2020. The government sees innovation as having an important role in Kosovo’s economic and social development. In this regard, the OECD Investment Compact for South East Europe (OECD IC) has been asked to provide assistance with the development of a first ever innovation strategy. The report was produced using a variety of sources including desk research, surveys of businesses, universities and research institutions as well as interviews and consultations with stakeholders in public administration, industry, research community and international organisations present in Kosovo. The report is divided into four sections: 1) general economic performance and framework conditions ; 2) institutional framework for innovation ; 3) education and research ; and 4) innovation in the business sector. The report concludes with recommendations on how a future innovation strategy might be developed.
