News sites in Croatia - citizen participation in comments

In this paper, we are reviewing the development of news web sites in Croatia with special emphasis on audience contributions through readers' comments. We researched the features of speech in these comments. Relying on recent theoretical research we put special emphasis on some ethical issues in the communication of citizens on the Internet (Ruiz et al, 2011 ; Torres da Silva, 2013). Quantitative content analysis on 8819 comments was made on the three most commented Croatian Internet news sites: 24sata.hr, net.hr, index.hr in the period from 1. January 2017. to the 31st. of March 2017. News sites in Croatia began to develop more intensely 20 years ago, and today there are 302 registered news sites, according to the regulatory body Agency for electronic media. „Digital News Report 2017“ survey, made by the Reuters Institute for Journalism, showed that 91 per cent of respondents in Croatia use the Internet as a news source. From this data, it is obvious that Internet journalism has taken the lead among the media and has become an equivalent form of journalism in Croatia, with all its laws and specificities. The power of the Internet as an information medium was undoubtedly influenced by a strong technological achievements, because for the first time in one place, all the specificity of the Web 2.0, such as hypertextuality, interactivity, multimediality were combined (Pavlik, 2007). For our research, we used a theoretical analysis of deliberative democracy (Dahlberg, 2007) as a precondition for the development of civic democracy. Based on these principles we analyzed the readers' comments. We have presented the results as positive and negative communication and hate speech. The conclusion is that citizens often use comments on news sites as a space for mutual communication and discussion without quality contribution to the content and topic of the article and that their communication does not correspond to the expected values of participatory journalism.
