Croatian Policy and Experience in Developing Educational Leadership and Management: Work in Progress, or a Failed Experiment?

With policy being a dynamic field, the issue of professional and educational standards in educational leadership has recently emerged as an important topic. The empirical evidence suggests that the Croatian educational leadership landscape lacks both systematic policy making and policy implementation. Although many examples of good practice and individual and institutional initiatives and projects have been developed, they do not seem to connect into a wider policy landscape. On the other hand, empirical results related to cooperation suggest that the effectiveness of educational activities and leadership is satisfactory at the classroom and school levels. In order to turn the Croatian experience with the development of educational leadership into a success story, the adoption of some recommendations provided by the authors is suggested.
