Education on Environmental Protection in Spatial Planning in Primorje-Gorski Kotar County

The growing problems of environmental pollution and other environmental pressures in the last decades of the 20th century, along with climate change at the beginning of the 21st century, as well as the need to protect natural, cultural and historical heritage, represent an increasing challenge in spatial planning and urban development. Therefore, there is a need for additional training for spatial planners and professionals who work on the implementation of spatial and urban development plans in this respect. This is particularly important as part of the integral management of sensitive coastal areas that are subject to increasing pressure from those who would claim this space, which has been recognised at the University of Rijeka, where the Faculty of Civil Engineering launched a special area of study that also dealt with environmental issues as far back as the 1980s. The adoption of numerous laws and other regulations in the field of environmental and nature protection, especially during the process of the accession of the Republic of Croatia to the European Union, has brought additional obligations with regard to the application of new instruments, such as the strategic assessment of the environmental impact of spatial planning documents and the requirement to incorporate environmental protection measures at all levels of spatial and urban development plans, as well as spatial planning and construction regulations. This paper gives a historical overview and provides an insight into the needs and current state of the education of civil engineering and spatial planning experts with regard to environmental protection at the University of Rijeka Faculty of Civil Engineering, and examples of good practice which have been achieved in this area through the cooperation of the Faculty with relevant administrative departments, the Institute for Spatial Planning of Primorje-Gorski Kotar County, and foreign institutions.
