World Cultural Heritage and the Buffer Zone – Croatian Experience
The Croatian experience demonstrates that it is necessary to clearly set the boundaries of the protected monument complex due to relations to the local authorities as well as the owners of the real estate in the protected area. That is why it is essential that the buffer zone is the component of the protected area to be able to implement the protective measures established by laws. In the Croatian practice all the other solutions led to doubts and conflicts, which contributed that the obligation of zoning within the monument complex is prescribed by the delegated legislation, in order to be able to determine the necessary protection regimes.
