The Role of International Benchmarking in Shaping Educational Policy in Small European Countries

One of the main objectives of educational policy is to improve educational outcomes. International benchmarking and cross-country comparisons can help in understanding whether education systems adequately prepare students for life in the global economy. In this chapter, the authors discuss and survey conceptual and methodological issues related to international benchmarking and analyse their effect on economic policy in selected small European countries. We examine the differences in educational outcomes for this sample of countries, analyse performance over time, and identify the strongest examples, i.e. the countries that have shown rapid improvement in educational outcomes over recent years. The authors evaluate these best-practice examples and present an outline of educational policy aimed at improving educational outcomes.
