Education available to everyone through Open Educational Resources

Open Educational Resources (OER) represent an innovative way of democratization of education through web technologies and significantly changes the traditional educational practice, as evidenced by the world’s leading higher education institutions. Open Educational Resources enables that quality educational content become globally available, easily searchable through repositories and specialized search engines, free accessible and openly licensed, mostly using the Creative Commons licenses. This paper indicates the key events in the development of the Open Educational Resources Initiative in order to better understand the concept of OER. Important OER characteristics are systematized and their pedagogical and digital dimension stressed. Types of OER are analyzed, as well as their prevalence and use. As a contribution to efforts aimed at making OER more recognizable, the best known OER repositories and search engines are categorized. The importance of adopting OER implementation policies at the institutional and national level is also discussed.
