Planning approaches nowadays face challenges and changes that are reflected in the contemporary concepts of space: “space of flows” and “space of places”, “thirdspace”, compression of time and space and the idea of mobility. Furthermore, the planning profession has to deal with the demands of sustainability as an important criterion in spatial development. The authors have focused on the second home phenomenon that is developing in the most attractive areas. It irretrievably distorts the quality of space with numerous consequences for the local settlements (Gartner, 1987) (Gallent, Mace & Tewdwr-Jones, 2005, Kelly & Hosking, 2008, Kondo, Rivera i Rullman, 2012). That phenomenon is most visible in the coastal areas that have a great environmental value and which are most exposed to devastation. As an indicator of the strong dynamics of the second home in the coastal region of Croatia, a 49.8% increase in the number of holiday homes in the period between 2001-2011 has been registered. Regarding the second home issues, the aim of this paper is to gain insight into the extent in which the criteria of sustainable development has been implemented in spatial and urban planning documents. For that purpose the documents were analysed with emphasize on municipalities and towns in which the proportion of housing units for second homes is higher than 50%. The analyses has shown that the Croatian urban planning documents (as regulatory mechanisms) neither sufficiently recognize nor do they control the development of second home and its huge influence on sustainable development. Consequently we have identified many ecological as well as social problems in the coastal settlements: inadequate planning of infrastructure and facilities, illegal and substandard building, aesthetically questionable constructions and divided communities
