Decarbonisation and economic growth: The case of Croatia
Energy is an essential ingredient for economic growth, while access to cheap and reliable energy has become a crucial development goal. Historically, most incremental energy demand has been met through fossil fuels, but new developments in energy transition towards low-carbon and ultimately zero-carbon economy have dramatically changed energy sector and energy policy. However, decarbonisation happens at varying speeds in different countries, depending on national circumstances. This paper reviews the implications of a transition to low-carbon energy on economic growth and development in a small transition country that is strongly dependent on energy import. The research gives a short overview of energy sector in Croatia, especially electricity sector because it will face the biggest changes and is expected to contribute the most to the new energy revolution. Since the important part of this transition considers energy efficiency and/or energy intensity, the paper explores empirical findings on energy efficiency indicators and considers pathways to accelerate decarbonisation in Croatia. This low-carbon transition requires deep structural changes and reforms in energy sector that are always complex, a special attention is given to energy reforms and institutional framework.
