‘Post-crisis’ policies in the West Balkans: reinstating the ‘buffer-zones’

During 2015 and 2016 the Balkan Corridor allowed hundreds of thousands of refugees to pass through Croatia, Serbia and Slovenia on their way to the West EU countries. Serbia and Croatia have continued to act as transit territories for many trespassing while trying to reach Schengen area. On the very edge of it, the strategies of dealing with recent mass-arrivals of refugees in the respective states balanced between crisis management approach, securitization measures and humanitarian assistance. Having a different position in regards to harmonizing and ‘Europeanizing’ asylum, migration and border policies, these three states unravel all the inconsistencies and fallacies of the Common European Asylum System. They place people in new, but known area of semi-legal ‘buffer-zones’ (Collinson, 1996), for interception and absorption of ‘unwanted migrants’ prior they reach the core of the EU, or being returned back. In a comparative perspective this paper analyzes the current migration, asylum and border management policies of Slovenia, Croatia and Serbia in the ‘post-crisis’ phase. We use data from previous researches conducted in reception transit camps and borders in Croatian part of the Balkan Corridor.
